Ransomware problem...cannot boot up!

I am going to start off by saying I really don't know that much about computers and I realize now I probably made things worse.

I hope I am posting is to the right place since my problem is 2-faceted...so here I go

- Thursday I noticed my norton anti-virus popping up with notices of blocking ransomlock.g virus. I tried to run norton scans and nothing would pop up. Yesterday i came home to a full screen notice asking for green dot card to unlock my computer. Tried to run task manager but could not get off that full screen pop up. Once I restart computer it will run for about 10-15 minutes until it pops up again. So I checked with nortons website and tried to follow their instructions on removing the virus. Tried to boot into safe mode, but everytime I try it just boots me back into regular mode. Tried to runner ton power eraser but it would run until pop up came and could no longer see progress...not sure if it stopped when pop up came on but I let it run for several hours before restarting and still had no luck. And here is where I screwed up

- I ran msconfig and changed to boot to safe mode upon booting computer. Now I am stuck in loop of trying to boot to safe mode and computer restarting. I can get to advanced boot options but did not want to make things worse by messing with that until I asked someone with more info. I tried to get to system recovery but it will not accept my password for my admin to get to that point.

Obviously the second issue is the most pressing and I assume it is related to the virus or another virus. I am running windows 7 on my computer.

I know I am breaking protocol by not posting the required info but I cannot even get to start screen. I did not back up any files yet as I my screen would essentially lock up and I could not see anything. I guess I thought I could get into safe mode and that would allow me to at least gather my files together to transfer them to my external hard drive

I hope this will at least give enough info to help me get back on track...any help is appreciated
