Most of my research of people with similar issues ended up just changing their browser because it was the quickest and easiest solution.

Otherwise, the suggestions made were run IE with no add-ons. as well as update your graphics drivers.

Another also said that going into their graphics card settings and turning off certain features helped. For example, if it's an ATI graphics card, a setting called PowerPlay can be disabled and it stopped the flickering in IE.

A few more suggestions by others:

IE>Tools>Internet Options>Advanced - under Security uncheck "Enable Smartscreen Filter"

Or run IE in Compatibility Mode.
