Highly Corrupted Com pter

Our computer is hopelessly corrupted that initially we were not able to download HJT. Our administrative priviledges are not present. We are unable to adjust our security settings. Our hardrive is encrypted with some unknown language. Under connections to the internet we found an unknown link that says" direct connection" to an unknown address. We are unsure where how to proceed.
